As summer kicks off and families hit the road for vacation, the Tipton County Sheriff’s Office is partnering with the Tennessee Highway Safety Office (THSO) to remind motorists to “Click It or Ticket.” From May 22 to June 4, participating agencies across the state will increase seat belt enforcement as part of the National Highway Traffic Safety Administration’s (NHTSA) nationwide mobilization.

“If you ask the family members of those unrestrained people who were killed in crashes, they’ll tell you – they wish their loved ones had buckled up,” said Sheriff J.T. “Pancho” Chumley “The bottom line is that seat belts save lives.  If these enforcement crackdowns get people’s attention and get them to buckle up, then we’ve done our job.  There is no good excuse for not wearing a seat belt.”

According to Tennessee’s Integrated Traffic Analysis Network (TITAN), 349 people killed in Tennessee traffic crashes last year were not wearing a seat belt. This represents approximately 34 percent of the state’s total traffic fatalities in 2016.

Although the state’s average seat belt usage rate increased from 86.2 percent in 2015 to 88.95 percent in 2016, Tennessee is still nationally classified as a “low use” state. In 2017, the THSO strives to change this by achieving 90 percent or higher.

“Our goal is to prevent fatalities and keep the roadways safe,” said Vic Donoho, Director of the THSO. “We ask every Tennessean to buckle up, every trip, every time.”

According to the NHTSA, nearly half of the 22,441 passenger vehicle occupants killed in crashes in 2015 was unrestrained. At night from 6 p.m. to 5:59 a.m., that number soared to 57 percent of those killed. Therefore, the primary focus of the “Click It or Ticket” campaign is nighttime enforcement. Participating agencies will be taking a no-excuses approach to seat belt law enforcement. Tipton County Theft Suspect Arrested
On 03 February 2017, after posting the video and pictures of a theft suspect on social media, Tipton County Sheriff’s Office detectives developed a suspect in the thefts.  Detectives worked throughout the weekend after receiving multiple tips indicating the identity of the male pictured possibly as William Clayton Petty, 20, of 1928 Crigger Road in Millington, (Tipton County) TN.

On Sunday, 05 February 2017, at about 2:00 PM, Petty went to a relative’s home in Tipton County and surrendered to Detectives.   Petty was interviewed and admitted to his role in the thefts on Karen Street and Holly Grove Road.

Petty has been formally charged with Burglary of an Automobile, Theft of Property under $1,000.00, and Theft of a Motor Vehicle.  Petty remains in custody with a $30,000.00 bond awaiting his appearance in Tipton County General Sessions Court on 14 March 2017 at 9:00 AM.

“The quick response from the citizens on social media provided the break in the case that the detectives needed.  I want to thank each one that provide tips and information in the cases.  The detectives are continuing the investigation into these and other similar thefts in Tipton and Shelby Counties.  Detectives anticipate filing additional charges in the cases,” said Sheriff J.T. “Pancho” Chumley.

ORIGINAL STORY
At about 8:45 AM on 29 January 2017, Tipton County Sheriff’s Office deputies responded to Kroger, located at 1163 Highway 51 S in Atoka, regarding a stolen vehicle.  The vehicle, described as a gold 1997 Chevrolet Silverado truck, had been reported stolen from the 100 block of Karen Street in Brighton after an acquaintance of the victim had spotted a stranger driving the truck. Deputies were assisted by Atoka Police Department in searching the area, but no suspect was located.

The driver was described as a white male wearing a white tee shirt and dark colored zip up jacket.  The driver parked the stolen truck, went into the store at the gas pumps, and, when he was confronted, fled on foot toward Kimbrough Drive.

Detectives responded to the scene and, during the processing of the vehicle recovered a stolen shotgun in the stolen vehicle.  The shotgun had been reported stolen from the 10000 block of Holly Grove Road in Brighton sometime overnight on 28 January 2017.

“Detectives are needing assistance in identifying the suspect in the surveillance video and photographs. We feel as if someone may recognize the suspect or possibly saw where he fled from Kroger,” said Sheriff J.T. “Pancho” Chumley.

Duo Arrested in Multiple Tipton County Thefts
On 04 January 2017 at about 5:00 AM, Tipton County Sheriff’s Office deputies responded to the 1900 block of Highway 54 E in Covington regarding a theft in progress in the driveway and shots had been fired by the homeowner at the suspects. The homeowner, Jewel Cook, 77, had installed an alarm on his driveway after suffering multiple thefts. There had been two (2) other recent thefts at the residence reported over the last three (3) days. In those thefts, several thousand dollars of roofing material had been stolen.

At about 4:45 AM, Cook was notified that the alarm had been triggered.  Cook exited his home and discovered two males stealing shingles in the driveway.  Once confronted, the suspects fled in a dark colored van, almost striking Cook.  Cook, fearing he was going to be struck by the speeding van, fired into the van. The van fled the scene.  Cook was not injured in the incident.

Detectives and deputies began processing the early morning scene. During the investigation detectives and deputies began to locate witnesses in the theft and quickly developed possible suspects in the thefts.

Detectives and deputies located the suspect vehicle, described as a 2001 blue Dodge Caravan, behind McDow Fireworks Stand at 2445 Highway 54 E in Covington leading to develop suspects in the case.  Mark Wise, 38, of 3087 Gragg Avenue in Memphis was interviewed and later admitted to his role in the series of thefts.  Deputies determined that one suspect had fled on foot from a nearby residence.  An additional search of the area with K9 units and deputies resulted in the capture of a second suspect, Cory Brown, 31, of 1536 Duke Street in Memphis, Tennessee.  The foot pursuit began on Highway 54 E and extended to Highway 179 through fields. Brown was interviewed and later admitted to his roles in the rash of thefts at Cook’s home. Detectives recovered several bundles of shingles from the theft in the van. Brown was found to have minor injuries from the incident and was treated at Baptist Memorial Hospital-Tipton before being transported to jail.

Mark Wise has been formally charged with Theft of Property over $1000.00, Theft of Property Under $1000.00, Aggravated Assault, and Reckless Endangerment.  Wise remains in custody on a $15,000.00 bond. Wise is a fugitive from Giles County and is facing charges of Violation of Probation for Simple Possession of Marijuana.

Cory Brown was formally charged with 2 counts of Theft of Property over $1000.00, Theft of Property Under $1000.00, Aggravated Assault, Reckless Endangerment, and Resisting Arrest. Brown remains in custody on a $7500.00 bond. Brown had an active warrant in Tipton County and is facing a charge of Driving on Revoked Driver’s License.  Both are slated to appear in Tipton County General Sessions Court on 17 February 2017.

“These arrests are the result of our citizens calling and assisting the Sheriff’s Office in identifying and locating these suspects.  I commend the extra efforts of the deputies and detectives in the quick capture of both suspects and the recovery of the stolen property to Mr. Cook,” said Sheriff J.T. “Pancho” Chumley.

Seeking Identity of Tipton County Suspects
On 08 January 2017 at about 3:00 AM Tipton County Sheriff’s Office deputies responded to an alarm at Highway 59 Express located at 7140 Highway 59 W in Burlison.  Upon arrival deputies observed the glass had been broken out of the rear door and forcibly entered.  Deputies searched the business and area but no suspects or suspicious vehicles were located in the area. The suspects took several types of cigarettes and items in the counter area of the store.  A suspect vehicle description has not been determined.

Detectives have released the attached video surveillance footage of the three suspects in this case.  The suspects were dressed in multiple layers of clothing.  One of the suspects is a white male with short brown hair which was detected when his shirt exposed part of his skin and hair during the incident.  The suspects were wearing backpacks to load their stolen items in to flee the scene.

“We are seeking assistance in identifying these thieves. Some of their clothing are distinctive in the footage.  It will take an observant citizen who will take the time to call us and help us develop a break in this case” said Sheriff J.T. “Pancho” Chumley.

MOVED TO JANUARY 12, 2017 at 5:30 PM - The Tipton County Sheriff’s Office is having a “Sea of Blue” Memorial for all fallen law enforcement officers killed in the line of duty.  This is the ten year anniversary of Tennessee Highway Patrol Trooper Calvin Jenk’s murder on Highway 14 in Tipton County.  The “sea of blue” consists of law enforcement officers from various law enforcement agencies traveling in procession on a route with blue lights illuminated on their cruisers. This light display is a visible sign of honor and in the memory of a fallen comrade within the law enforcement community.

On January 6^th, 2007, Trooper Calvin Jenks left the Criminal Justice Complex after an arrest, traveled back to the area of Highway 14 and moments later was murdered.  The Tipton County Sheriff’s Office has erected a memorial honoring Trooper Jenks at the site on Highway 14.

The “sea of blue” will begin at the parking lot of the Tipton County Criminal Justice Complex, proceed to Highway 59, then down Highway 14 and stopping at the site on Highway 14 to an awaiting lone THP cruiser.  The procession will gather at the site of the memorial for a brief prayer and moment of silence and will conclude by following the lone THP cruiser to the intersection of Highway 14 and Highway 54. Citizens are invited to gather along the procession route and join us at the site on Highway 14. The Jenk’s family will be a part of the procession during this 10^th Anniversary Memorial.

“This memorial serves as a reminder to every law enforcement officer of the dangers that our profession holds and the ultimate sacrifice that Trooper Jenks made on 06 January 2007 and the sacrifices made every day by law enforcement officers throughout our Nation.  As we hold this memorial, please pray for the families of those law enforcement officers who have been killed in the line of duty and for the continued safety of the many men and women who serve this community and State every day.”

LIEUTENANT DANIEL WALLS GRADUATES FROM NORTHWESTERN UNIVERSITY’S CENTER FOR PUBLIC SAFETY
The Tipton County Sheriff’s Office is pleased to announce the graduation of Lieutenant Daniel Walls from the School of Police Staff and Command (SPSC) at Northwestern University’s Center for Public Safety. Lieutenant Walls successfully completed the ten (10) week Staff and Command Program held in Nashville from July 25 – September 30, 2016.  Lieutenant Walls was selected, from across the State, to receive a scholarship from the Tennessee Sheriff’s Association to attend the training.  This program, which was implemented by the Center for Public Safety in 1983, has graduated over 10,000 students both nationally and internationally. Lieutenant Walls was a student in SPSC Class #403, which accommodated a total of 32 students for the ten-week period.

The School of Police Staff and Command provides upper-level college instruction in a total of twenty-two core or mandatory blocks of instruction and nine optional blocks of instruction during each session. The major topics of study include: Management and Management Theory, Organizational Behavior, Human Resources for Law Enforcement, Budgeting, Staffing Allocation, and Personnel Deployment.

The Center for Public Safety was established at Northwestern University in 1936 with the specific goal of expanding university-based education and training for the Law Enforcement Community. Since its inception, the Center has broadened its original objective and now provides a variety of courses and programs in the area of Police Training, Management Training, and Executive Development.

The Tipton County Sheriff’s Office anticipates a variety of benefits from Lieutenant Walls’ attendance at this prestigious program. Lieutenant Walls, a nineteen-year veteran, is currently assigned as Commander of the Patrol Division at the Sheriff’s Office.  Many of the program’s graduates go on to achieve a variety of leadership positions within their respective agencies.

“I realize the sacrifice that Lieutenant Walls’ family and other members of the Sheriff’s Office made to allow him time to attend this prestigious training; however, the benefits will justify their efforts as he continues to serve the citizens of Tipton County. We congratulate Lieutenant Walls, who will now join Chief Deputy Billy Daugherty as he graduates from SPSC at the Tipton County Sheriff’s Office,” said Sheriff J.T. “Pancho” Chumley.

Undercover Operation Nets 25 Arrests in Tipton County
The Tipton County Sheriff’s Office concluded a year-long undercover narcotic operation resulting in 25 arrests this week.  The narcotic operation led investigators throughout Tipton County purchasing narcotics including assorted prescription pills, cocaine, crack cocaine, methamphetamine (Ice), and marijuana.  Narcotic investigators presented the cases in the Tipton County Grand Jury 08 November 2016 and began serving the secret indictments in a concentrated “round-up” on 10 November 2016.

Assisting during the arrest operation were the Tipton County Sheriff’s Office Patrol Division, Criminal Investigation Division, K9 Unit, SWAT team, and the Covington Police Department SWAT members.

During the arrest detail, investigators seized 12 vehicles which were connected to narcotic sells during the year-long operation.  Investigators recovered a stolen handgun, which had been reported stolen in 2012 from a vehicle theft in the 9600 block of Holly Grove Road in Brighton, drug paraphernalia, and $4,480.00 in cash.  Investigators expect additional arrests in the operation and it draws to a close.

“This operation revealed that selling narcotics crosses all demographics in our community.  Unfortunately, several of these suspects chose to sell their prescription drugs for profit.  This has become a growing trend in communities across the Nation,” said Sheriff J.T. “Pancho” Chumley. “I appreciate all of the hard work which is needed to conduct these long-term operations and safely serve all of the indictments throughout Tipton County.  We will continue to conduct these operations and use every resource available to combat the sell and trafficking of narcotics in our community,” added Sheriff Chumley.

Two Arrested in Robbery
On 17 October 2016 at about midnight Tipton County Sheriff’s Office deputies responded to a complaint of an armed robbery of an individual in the 200 block of Joanna Street in Drummonds.  Deputies spoke to the resident, David Simon, 20, who reported he was in the yard of his home when a verbal argument ensued with Demondrous McKinney, 24 of 4912 W. Union Avenue in Millington and Shawana Tipton, 21 of 39 Curt Street in Drummonds.  According to Simon, he was followed into his residence by McKinney who demanded the return of his stolen PlayStation 4.  McKinney attempted to steal Simon’s television and when Simon attempted to intervene, McKinney allegedly pulled a handgun on Simon.  McKinney loaded the television and left the residence with Tipton.

Deputies notified area agencies of the robbery and the suspect vehicle was located by officers with the Millington Police Department at Wilkinsville Road and Highway 51 in Millington.  Tipton County Sheriff’s Office detectives responded to the scene and recovered two stolen televisions and a handgun matching the description provided by Simon.  Detectives confirmed the handgun had been reported stolen at the Covington Police Department earlier this year.

McKinney and Tipton were arrested at the scene and formally charged in Tipton County General Sessions Court.  McKinney was charged with Aggravated Robbery, Aggravated Burglary, Theft of Property (Over $500.00), and Unlawful Possession of A Weapon.  Tipton was charged with Aggravated Robbery and Theft of Property (Over $500.00).  Both are slated to appear in Tipton County General Sessions Court on 04 November 2016. McKinney is free on a $20,000.00 bond and Tipton is free on a $2,500.00.

UPDATE: Suspect Identified in Rash of Vehicle Burglaries
On 18 October 2016 Tipton County Sheriff’s Office detectives identified the suspect captured in the home video surveillance.  The suspect, Michael Shane Martin, 18, of 78 Brickbat Road in Dyersburg, Tennessee has been formally charged with eight (8) counts of Burglary of a Vehicle, six (6) counts of Theft of Property Under $1,000.00, and Vandalism Under $1,000.00.  Martin remains in custody on a $100,000.00 bond.  He is slated to appear in Tipton County General Sessions Court on 18 November 2016. Detectives determined that Martin was on probation for similar thefts out of Dyer County when he was arrested.

“We are continuing to receive calls from victims in the Gilt-edge Community. Over the past week, the Tipton County Sheriff’s Office has received sixteen (16) complaints of vehicle burglaries in the areas of the 100 to 400 block of Gilt-edge Gin Road, 10,000 block of Highway 59W, and 100 block of Jamestown Rd in Covington.  The suspect was captured on a home surveillance camera on Gilt-edge Gin Road.

The suspect is described as a white male, medium build, wearing a camouflage jacket, ball cap, khaki “cargo” style shorts, white tube socks and flip flops.  He carries a small flashlight and targets vehicles that have been left unlocked.  There are an assortment of items that have been reported stolen including money, change, sunglasses, cigarettes and CDs.

“Detectives have been conducting neighborhood canvases to possibly identify the suspect who appears to be on foot, when prowling around during the night, committing the burglaries.  We feel there may be other vehicles that have been entered by the suspect but not reported,” said Sheriff J.T. “Pancho” Chumley  “We are asking citizens to help us identify the thief, in the video, who was captured in the act”. added Sheriff J.T. “Pancho” Chumley.

Tipton County Scam Alert
Today, the Tipton County Sheriff’s Office has received several complaints regarding fraudulent money scams occurring throughout the County.  The caller describes himself as a police officer or deputy and tells the victims that they have missed a court date or Federal Grand Jury duty resulting in a warrant being issued for their arrest.  The caller then tells the victim that, if they will provide their banking account information or send money then the warrant will be dismissed.  In some cases, the caller is instructing the victim to go to a grocery store and purchase a pre-paid VISA money card and provide him with the security code on the back of the card while he holds on the line.  Once the caller gets the banking information or security code from the card, then the money is transferred.  The scam includes the caller threatening to send deputies by their residence to arrest them if they do not pay the money.

“These scam cases of theft and fraud exploit the citizens of Tipton County.  The caller uses threats of being arrested to get the victim to quickly send them money.  If you receive a call similar to these, please do not provide any personal information or transfer any money.  There is no manner to recover any of the money and the calls, even though they appear to be a local number, are being traced to overseas cellular phone numbers.  The Sheriff’s Office does not contact anyone by telephone to advise them there is an active warrant for their arrest or collect any money by telephone or in person.  Citizens can simply contact the Sheriff’s Office or Central Dispatch to verify if a caller is actually a law enforcement officer in Tipton County,” said Sheriff J.T. “Pancho” Chumley.

Suspects Named in Tipton County Theft and Pursuit
Officials have identified the two men arrested in a shoplifting incident in Covington resulting in a pursuit across south Tipton County involving multiple agencies.

The driver has been identified as Ronnie Lee Collins, 27, of 3453 N. Germantown Road in Bartlett and the passenger as Richard Nathaniel, III, 28, of 203 Mill Avenue in Memphis.  Collins will be formally charged with Theft of Property (Shoplifting), Driving on Revoked Driver’s License, 2 counts of Evading Arrest, 2 counts of Reckless Driving, 2 counts of Reckless Endangerment, 2 counts of Aggravated Assault, 4 counts of Vandalism, 3 counts of Disregarding a Stop Sign.  Nathaniel, III is being charged with Theft of Property (Shoplifting) and Evading Arrest.  Both will remain in custody pending their appearance in Tipton County General Sessions Court later this week.

At about 11:45 AM on 28 September 2016, Tipton County Sheriff’s Office was notified of two shoplifting fleeing suspects from Walmart located at 201 Lanny Bridges Dr at Highway 51 in Covington.  The two suspects fled south on Highway 51 in a maroon Ford Taurus.  Brighton Police Department officers attempted to stop the vehicle on Highway 51 in Brighton; however, the driver refused to stop.  Munford Police Department officers assisted in the pursuit into Munford.

Tipton County Sheriff’s Office deputies deployed “stop sticks” on Highway 51 near Munford; however, the vehicle refused to stop, then rammed a Sheriff’s Office cruiser and continued on Munford Avenue.  The vehicle was pursued approximately 5 miles into the Drummonds Community and ended after a vehicle pursuit intervention technique was utilized by deputies on Richardson Landing near Pryor Road.

The suspects have been taken into custody at the scene. The investigation into the incident is underway by detectives from the Covington Police Department, Munford Police Department, Brighton Police Department and Sheriff’s Office. The Tennessee Highway Patrol is conducting the crash investigations at both scenes. There will be an assortment of charges on the duo. The names have not been released at this time.

“I am thankful that no citizen, suspect or law enforcement officer were injured in the cross county pursuit. It was apparent these thieves were not going to stop until they could get back to Memphis. Burglary Suspects arrested after Pursuit
At approximately 10:10 AM on 25 September 2016 Tipton County Sheriff’s Office deputies were responding to a burglary in progress in the 100 block of Hanna Marie Drive in Munford. The deputies had been provided with a description of the suspect vehicle which was described as a maroon Ford Expedition.

Deputies encountered the vehicle while responding to the home and attempted a traffic stop.  The driver of the vehicle drove off the roadway, almost striking the deputies, to avoid being apprehended.  Deputies began pursuing the vehicle, which refused to stop, through Tipton County into Shelby County.  As the pursuit entered into Shelby County deputies were assisted by officers of the Millington Police Department.

The driver of the suspect vehicle, struck a citizen’s vehicle on Veteran’s Parkway in Millington and struck the deputies’ vehicle before being blocked in near the roadway.  A Tipton County deputy fired multiple rounds from his pistol into the motor of the vehicle when the suspects again attempted to flee.  The vehicle was disabled and deputies then approached the vehicle. After a brief struggle with deputies, both were taken into custody.

Detectives confirmed that a large amount of construction materials and tools were stolen from the two structures on Hannah Marie Drive in Munford.  Detectives later recovered the stolen items in the suspect vehicle at the scene in Millington. The joint investigations are continuing into the cases.

The driver was identified as Timothy Keen, 27, of 828 Baltic Street in Memphis.  The passenger was identified as Dustin Brookshire, 29, of 812 Novarese St in Memphis.  The duo are being formally charged tomorrow in Tipton County General Sessions Court. Both are facing 2 counts of Burglary, Theft of Property Over $1000.00.  Keen in addition is being charged with the driving charges including Aggravated Assault, Reckless Endangerment, Reckless Driving, Driving on Revoked Driver’s License, and Felony Evading Arrest.

Millington Police Department will have additional charges related to the incidents which occurred in Shelby County.

“These thieves were going to do anything including running over deputies and citizens to escape being captured by law enforcement.  I am thankful that no one involved in their apprehension were injured and the suspects are in jail.  I appreciate the assistance and continued partnership with the Millington Police Department” said Sheriff J.T. “Pancho” Chumley.

Tipton County Sheriff’s Office Promotes Child Passenger Safety Week September 18 to 24 / National Seat Check Saturday Kicks Off September 24
The Tipton County Sheriff’s Office is partnering with the Tennessee Highway Safety Office (THSO) to promote Child Passenger Safety Week beginning September 18 and ending on National Seat Check Saturday, September 24. The week is dedicated to teaching parents and caregivers the importance of correct installation and proper use of car seats, booster seats, and seat belts. Parents will also be reminded the importance of registering car seats with the manufacturer, so they can receive notification in the event of a recall.

“The Sheriff’s Office Child Passenger Safety technicians will be providing a check-up event on Friday, 23 September 2016 from 10:00 AM until 2:00 PM on the parking lot of the Criminal Justice Complex.  Deputies will be available to provide educational material, child restraint recall information, and proper installation” said Sheriff J.T. “Pancho” Chumley.

The National Highway Traffic Safety Administration (NHTSA) recommends keeping children rear-facing as long as possible up to the top height or weight allowed by their particular seats. Once a child outgrows the rear-facing car seat, he/she is ready to travel in a forward-facing car seat with a harness. After outgrowing the forward-facing car seat, a child should be placed in a booster seat until big enough to fit seat belts properly without help from a booster seat. The safest place for all kids under 13 is in the back seats of cars.

According to NHTSA, in 2014, approximately 24 percent of children four to seven-years-old were prematurely moved to seat belts, and nine percent were unbuckled. Every 33 seconds, a child under age 13 was involved in a car crash in the United States, NHTSA reported.

Labor Day Weekend THSO Operations
Over the Labor Day weekend, the Tipton County Sheriff’s Office conducted several traffic enforcement operations throughout the county.  Operations were held from Friday afternoon through Sunday evening, during peak travel times.  The enforcement operations were in conjunction with the Tennessee Highway Safety Office “Click It or Ticket” campaign throughout the state of Tennessee.  By placing additional patrol units on the roadways it increases visibility and hopefully decreases the odds of speeding, DUI drivers and the number of motor vehicle crashes.

During the operations, law enforcement officers issued 81 Tickets and warnings. These citations were issued for violations including: Speeding, Reckless Driving, Stop Sign Violations, Open Container, Child Restraint Law, No Seatbelt, Texting While Driving, Vehicle Registration, Driver’s License Violations and Equipment Violations.  9 arrests were made during the operations:

These efforts are aided by the Tennessee Highway Safety Office (THSO) with additional funding that allows us to continue these operations so our roadways remain as safe as possible. Without the assistance from the THSO many of our operations would not be possible.

Missing Juvenile Search Continues - UPDATED
At approximately 12:30 PM on 15 September 2016 Tipton County Sheriff’s Office detectives and Shelby County Sheriff’s Office deputies located 16 year old missing juvenile Kinlee Quesnberry and her father, Donald “Bruce” Quesnberry, Jr. at 6686 Winchester Road near Kirby in Memphis.

Detectives observed the pair walking in the area and as they were approached by deputies they began to resist being detained.  The juvenile bit one of the deputies and assaulted 3 others who were attempting to take her into custody.  Once in custody she began vandalizing the patrol unit.  She was arrested and transported to Shelby County Juvenile Detention Center.  Donald “”Bruce” Quesnberry, Jr was arrested after a brief struggle and transported to Tipton County jail.

The juvenile is being charged with Aggravated Assault, 3 counts of Assault on a Police Officer, Vandalism, and being a runaway. The father is being charged with Custodial Interference, Violation of an Order of Protection, and Harboring a Runaway Child.  Quesnberry, Jr is being held for Virginia on a fugitive warrant.  Quesenberry, Jr is slated to appear in Tipton County General Session Court on 16 October 2016.

The Tipton County Sheriff’s Office is continuing efforts to locate a missing 16 year old juvenile, Kinlee Quesnberry.  On 11 September 2016 at about 4:40 PM Kristina Quesnberry reported her daughter missing from their Rialto Road home in Covington.  Sheriff’s Office detectives have been working closely with Shelby County officials to follow up on leads in the case and locate the juvenile.

Detectives verified her biological father, Donald “Bruce” Quesnberry, Jr, 35, of Illinois, had set up a “Go Fund Me” account to finance his trip to Tipton County to be with his daughter, despite having been court ordered in Tipton County Juvenile Court to have no contact with his daughter.  Quesnberry, Jr. does have relatives in Tipton and Shelby County and is believed to be eluding authorities with his daughter. There is no vehicle description available. Quesnberry, Jr is a fugitive with an active warrant for Contributing to the Delinquency of a Minor filed in Christiansburg, Illinois.

“We will continue to use every resource available to locate Kinlee and return her home safely.  Our investigation has led us to Shelby County but they could be anywhere. We need the community’s assistance in locating Quesnberry, Jr and his daughter.”

Neighbors Dispute Ends in Arrests
The Tipton County Sheriff’s Office is continuing to investigate multiple incidents related to a neighbor’s dispute in the 700 block of Grimes Road in Drummonds.  Two arrests have been made over the weekend.

On 02 September 2016 deputies began receiving calls from the 700 block of Grimes Road regarding a neighbor shooting multiple times into the woods.  Deputies spoke to the neighbor, John Higdon, 48, of 771 Grimes Road in Drummonds, who indicated there were multiple people hiding in and running from the woods wearing “ghillie” suits and admitted to shooting into the woods several times. Deputies searched the area and found no prowlers in the area.  Higdon had reported earlier in the week a prowler of approximately 5 people shining lights into their residence and believed to be the neighbor’s employees. Another complaint was received at approximately 11:00 PM about shooting into the woods and deputies returned and John Higdon was arrested for Reckless Endangerment.

At approximately 2:15 AM on 03 September 2016 a neighbor called the Sheriff’s Office indicating they could hear and see a large orange piece of equipment bulldozing down the neighbor’s trailer at 771 Grimes Road.  Deputies responded and discovered the home had been destroyed during the incident.  Detectives responded and began the investigation into the vandalism.  Detectives located a backhoe at a neighbor’s residence which was consistent with the description provided by witnesses.  Detectives did recovered debris from the vandalized home lodged in the backhoe.  The neighbor owning the backhoe was identified as Edgar Dallas McLellan, 57, of 729 Grimes Road in Drummonds. McLellan was arrested for Aggravated Criminal Trespassing and felony Vandalism.

Both men are free on bond awaiting their arraignment in Tipton County General Session Court later this week.  Detectives are continuing to investigate the incidents and expect additional charges.

Arrests Made in Home Burglary in Progress
On 19 August 2016 at about 9:00 AM, Tipton County Sheriff’s Office deputies responded to the 400 block of Sanders Road in Mason concerning a neighbor who had interrupted two burglars and shots were fired from the suspects and the neighbor.  Simultaneously, a security alarm was reported to E911 Dispatch at the same home.  The neighbor was an off-duty police officer from Covington Police Department.

Deputies confirmed, at the scene, the neighbor, Michael Short, 38, heard loud noises coming from the back of the residence.  As Short began to walk up the neighbor’s driveway, two males came from behind the residence and attempted to flee in a black 2008 Chevrolet Cobalt.  The passenger exchanged gunfire with Short.  The vehicle circled the home in an attempt to escape but had to come back to the front of the residence where Short was confronted again.  The passenger exchanged gunfire once more before fleeing south on Sanders Road. Short received minor injuries to his arm due to falling during the incident.  He was treated at Baptist Memorial Hospital and later released.

Deputies responding to the area observed an unoccupied vehicle matching the description of the suspect vehicle flipped in a ditch on Sanders Road near Hodge Lane.  Deputies, Sheriff’s Office K9 Teams and Tennessee Wildlife Resource Agency (TWRA) officers began tracking the suspects on foot.

The Tennessee Highway Patrol responded and conducted an investigation into the crash.  Detectives observed stolen property inside the vehicle from a recent home burglary reported in the 900 block of Peete Road in Mason.

At approximately 12:00 PM deputies received a complaint from Antonio Woodland of the 4100 block of Charleston-Mason Road in Mason that at about 8:30 AM two males armed with a handgun had approached him in the roadway and demanded his black 2008 Chevrolet Cobalt.  Woodland was unhurt during the incident.

Both suspects were later located in a field near Bud Eubanks Road and Sanders Road.  The suspects were identified as Cordarrell Montez Byars, 24, of 4179 Charleston-Mason Road in Mason and Isaiah Lee Harris, 25, of 850 Charleston-Mason Road in Mason.  The duo was arrested at the scene.  Detectives recovered a stolen pistol in the field where the suspects were located. The pistol had been reported stolen in the Peete Road home burglary.

Byars and Harris have been formally charged with Aggravated Burglary, Theft of Property and Aggravated Assault. Byars was determined to be the driver of the vehicle and was additionally charged with Driving on Revoked Drivers’ License, Violation of Seatbelt Law, Unlawful Removal of Registration Tag, Violation of Financial Responsibility, Leaving the Scene of an Accident Involving Property Damage and Driving on Roadway Laned for Traffic. Both will appear in Tipton County General Sessions Court for arraignment later today.

“I was thankful that no one was injured in the violent exchange of gunfire.  We were not going to stop until we hunted these suspects down”, said Sheriff J.T. “Pancho” Chumley.  “These thieves were surprised when the neighbor confronted them during the incident.  Our good citizens of Tipton County are going to respond to protect their property and community.  I hope this sends a strong message to other criminals and they will think twice before stealing in Tipton County.” added Sheriff J.T. “Pancho” Chumley.

Missing Man located in Hatchie River
On 21 August 2016 at about 12:00 PM Tipton County Sheriff’s Office deputies received a call of a vehicle partially submerged in the Hatchie River at the end of Pilljerk Road in Covington.  Deputies confirmed the vehicle to be a black 1996 Ford F-150 truck.  Deputies searching the truck recovered the body of Jeff Cromwell, 53, of the 1700 block of Pilljerk Road.  According to family members he had not been seen in approximately 3 days when the truck was discovered.

Detectives responded to the scene and were assisted by the Covington Fire Department and Tipton County Medical Examiner, Dr. Buffy Cook. Dr Cook requested an autopsy which will be conducted at the Regional Forensic Center in Memphis.  Detectives do not suspect foul play in the death.

Three Youths Arrested in Home Invasion
The Tipton County Sheriff’s Office arrested 3 juveniles on Monday after an early morning home invasion.  On 15 August 2016 at about 8:00 AM, deputies responded to the 2500 block of Holly Grove Road in Covington regarding a burglary in progress.

The caller reported he was sleeping in the home when he heard noises in another part of the residence and, as he exited the bedroom, he was confronted by three males in the home.  The caller held two of the juveniles at gunpoint until deputies arrived.  The third suspect fled on foot.  Once outside the residence, the third suspect began breaking the windows out in the residence to create a diversion for the captured suspects to flee. The diversion failed and the third suspect fled into a wooded area near the residence.

Deputies set up a perimeter in the area and deployed a K9 team at the residence.  During the hour long search of the area on foot, the third suspect exited the wooded area and was arrested by deputies on the perimeter.  Detectives responded to process the scene and determined that the 3 juveniles had arrived at the Holly Grove home in a maroon 1997 Ford Thunderbird, which was reported stolen from Freed-Hardeman University in Henderson, TN.

Detectives identified the 3 suspects as runaways from a foster home in Bethel Springs, TN. The trio had been placed in the custody of the State of Tennessee and placed in the foster home.  The juveniles were originally from Tipton, Lauderdale, and Chester Counties. The juveniles were determined to be 17, 15, and 14 years of age. The juveniles allegedly stole a van from the foster home around midnight and traveled to the campus of Freed-Hardeman, where they stole the Ford Thunderbird.  The juveniles traveled in both vehicles to Walmart, located on Highway 45S in Jackson, and left the van. The trio then traveled to a residence located on Highway 19 in Lauderdale County, where cash was stolen from a vehicle and gas cans from a garage.

The juveniles then traveled to Tipton County and burglarized the Holly Grove home and stole a handgun and ammunition before being captured. Assisting during the search and investigation were multiple agencies including the Tennessee Wildlife Resource Agency (TWRA), McNairy County Sheriff’s Office, Jackson Police Department, Lauderdale County Sheriff’s Office, Chester County Sheriff’s Office, and the Department of Children Services.  The juveniles were transported to Shelby County Juvenile Detention Center.

The juveniles were formally charged today in Tipton County Juvenile Court with Robbery, Vandalism, Aggravated Burglary, Theft of Property Under $500.00, and Theft of an Automobile. The 15 year old juvenile had an additional charge of Possession of a Firearm during the Commission of a Dangerous Felony. Detectives are continuing to investigate the case and expect additional charges to be filed in Chester, Lauderdale, and McNairy Counties.

“I commend the caller, who detained the juveniles resulting in the arrest of two of the runaway juveniles, and the quick action by deputies to capture the third juvenile.  The juveniles had been on a crime spree across five counties which came to an end Monday morning in Tipton County,” said Sheriff J.T. “Pancho” Chumley.

Arrest Made in Tipton County Home Invasion
On 19 July 2016 at about 4:30 AM Tipton County Sheriff’s Office deputies responded to a home invasion in progress in the 100 block of Country Meadow Lane in Drummonds.  The elderly homeowner was awaken when she heard noises in the residence. As she exited her bedroom, she was startled and was confronted by a male stealing items from her residence.  The male fled on foot from the residence, carrying multiple items from the home. Deputies arrived and developed a suspect in the case and began recovering some of the dropped items from the home.

Detectives in the Criminal Investigation Division responded and began processing the scene and determined that several vehicles in the Mathis Road area had been broken into and not yet reported.  Detectives and deputies identified one suspect in the overnight thefts and home invasion as Kyle Harold Wolfe, 28, of 1618 Mathis Road in Drummonds.  Wolfe was interviewed and admitted to his roles in the home invasion and multiple vehicle burglaries.  Detectives recovered items stolen from the vehicles at the Wolfe residence. The items included televisions, electronics, cash, jewelry, and medication.

The vehicle burglaries were determined to be in the 1400 block of Simmons Road, 100 block of Meadowbrook Road, 1300 block of Mathis Road, 1400 block of Mathis Road, and 100 block of Misty Meadow Trail in Drummonds.  Wolfe was arrested and formally charged with Robbery, Aggravated Burglary, six (6) counts of Burglary of an Automobile, Theft of Property Over $1000.00, Theft of Property Over $500.00, five (5) counts of Theft of Property Under $500.00 and Simple Possession of Marijuana.  At the time of the incidents, Wolfe was on parole for similar type thefts and auto burglary convictions.  Wolfe remains in custody awaiting his appearance in Tipton County General Sessions Court on 26 July 2016.

Detectives are requesting residents in the Country Meadows Subdivision and Rolling Meadows Subdivision to check their vehicles to see if items are missing.  Detectives have recovered property from thefts that have not been reported.  In addition, if residents can review their home surveillance video recordings to determine if the suspects were captured on the night of 18 July and morning of 19 July. The investigation into the thefts is continuing and additional charges and identity of suspects are anticipated.

During the month of June, the Tipton County Sheriff’s Office conducted several traffic enforcement operations throughout the county.  Operations were held from Thursday afternoon through Saturday evening, during peak travel times. During these peak times, there were 2 alcohol related fatalities in 2015. The enforcement operations were in conjunction with the Tennessee Highway Safety Office “Click It or Ticket” campaign throughout the State of Tennessee.  By placing additional patrol units on the roadways it increases visibility and hopefully decreases the odds of speeding, DUI drivers and the number of motor vehicle crashes.

During the operations, law enforcement officers issued 79 Tickets and warnings. These citations were issued for violations including: Speeding, Child Restraint Law, No Seatbelt, Texting While Driving, Vehicle Registration, Stop Sign violations, Drivers License Violations and Equipment Violations.

3 arrests were made during the operations for DUI, Financial Responsibility, Seatbelt Violations, Open Containers Violations, Reckless Driving Violations, Registration Violations, Child Neglect, and Driving on Revoked/Suspended License. Arrested during the operations were:

Arrest Made in Rash of Tipton County Burglaries
On 29 June 2016 Tipton County Sheriff’s Office detectives formally charge a suspect in a recent rash of home burglaries, automobile burglaries, and thefts in the area if Highway 59W in Covington.  Detectives developed a suspect vehicle description from citizens and witnesses in the cases.  Witnesses reported that a black Jeep Cherokee occupied by at least one white male had been seen in the area of the thefts.

The burglaries and thefts occurred in the 1700 block of Highway 59W and five cases were reported in the 100 block of Walton Loop.  Items reported stolen included medications, money, a go cart and assorted electronics. On 26 June 2016 Detectives interviewed Christian Aaron Burgemeier, 23, of 707 S. Tipton Street in Covington in the cases and he admitted to his role in five of the cases.  The investigations into all of the thefts is continuing and additional charges could be filed.

Burgemeier has been formally charged in the Tipton County General Sessions Court with Burglary of An Automobile, 2 counts of Aggravated Burglary and 5 counts of Theft of Property Under $500.00.  Burgemeier has unrelated charges pending for Possession of Schedule IV, Possession of Schedule IV, Shoplifting, and Possession of a Legend Drug without a Prescription from a 26 June 2016 arrest by Covington Police Department.  He remains in custody awaiting his arraignment in Court later this week.

Sheriff’s Office Seeking Grant
Sheriff J.T. “Pancho” Chumley announced this week that the Tipton County Sheriff’s Office will apply to the Department of Justice for a grant to enhance law enforcement activities of the Sheriff’s Office.

Sheriff Chumley will apply for a grant of $12,387.00 through the Edward Byrne Memorial FY 2016/2017 Justice Assistance Grant (JAG) program.  Funds from this program can be used by the Sheriff’s Office in a variety of program areas such as law enforcement, corrections and community corrections, and planning, evaluation, and technology improvement programs.

These funds will primarily be utilized to acquire crime scene processing equipment, K9 safety equipment, and Patrol Division safety equipment to be used in day to day operations of the Sheriff’s Office. Additional grant funds are being sought for software improvements in the Criminal Investigation Division and protective equipment for the training unit.

Byrne grants are designed to provide federal funding for programs defined and implemented at the local level to meet specific local needs.  The Tipton County Sheriff’s Office, under the leadership of Sheriff Chumley, has recently completed Byrne grants for technology improvement in the Criminal Investigations Division and additional equipment in the Patrol Division.

Arrests Made in Overnight Home Invasion
On 14 June 2016 at about 4:45 AM, the Tipton County Sheriff’s Office responded to the 100 block of Dawn Lane in Brighton regarding a home invasion.  The homeowner, John Sanders, Jr., reported he heard a knock at the door and, when he answered the door, two male suspects forcibly entered the residence.  One suspect was wearing a bandana over his face and armed with a pipe and the second suspect was armed with an AR-15 assault rifle.  The duo demanded money of Sanders.  During the incident, Sanders was struck in the arm and upper torso by the suspect armed with the pipe.  The suspects made away with cash, jewelry, and a spotting scope.  The suspects fled to an awaiting dark colored vehicle and picked up a third suspect positioned down the road.  Deputies were unable to locate a vehicle matching the description in the area.  Sanders received minor injuries during the incident and his wife was uninjured.

Detectives from the Criminal Investigation Division responded to the scene and suspects were developed in the robbery.  Officers with the Covington Police Department assisted deputies at 116 Tuxedo Drive in Covington.  A vehicle matching the suspect vehicle was located at the residence and determined to be a black Saturn sedan.  Three suspects were detained for questioning in the case:

Bryan Adam Pilkington, 21 of 75 Mulberry Circle in Drummonds

Steven Michael Odom, 30, of 75 Mulberry Circle in Drummonds

Zachary Stephen Wiseman, 25, of 31 Grace Lane in Covington

During the investigation, it was determined that Sanders had bought a television from Odom earlier in the day. Detectives interviewed the suspects, who admitted to their role in the home invasion.  During the investigation, detectives canvassing the 300 block of Holly Grove Road recovered a replica AR-15 pellet gun.  The trio, who remain in custody, will be formally charged tomorrow for Aggravated Robbery, Aggravated Burglary, and Theft of Property Over $1000.00 in Tipton County General Session Court.

Memorial Day Weekend THSO Operations
Over the Memorial Day weekend, the Tipton County Sheriff’s Office conducted several traffic enforcement operations throughout the county.  Operations were held from Friday afternoon through Monday evening, during peak travel times.  The enforcement operations were in conjunction with the Tennessee Highway Safety Office “Click It or Ticket” campaign throughout the state of Tennessee.  By placing additional patrol units on the roadways it increases visibility and hopefully decreases the odds of speeding, DUI drivers and the number of motor vehicle crashes.

Mudbog ATV Traffic THSO Operation
Over the weekend, the Tipton County Sheriff’s Office conducted several traffic enforcement operations in the area of Highway 59 west and Richardson Landing Road.  Last year the Tipton County Sheriff’s Office investigated two fatality motor vehicle crashes in this area during the annual “Mugbog”.The “Mudbog” is a local event where ATV’S come together and travel the roadways in this area. Operations were held on Saturday during peak travel times. By placing additional patrol units on the roadways, it is the goal of TCSO to decrease the odds of speeding, impaired drivers, and the number of motor vehicle crashes.

During the operations, law enforcement officers issued 18 tickets and warnings. These citations were issued for violations including:  Reckless Driving, Open Container, Public Intoxication, No Seatbelt, Vehicle Registration, Drug Violations, Equipment Violations, Driving on Suspended License, Impeding traffic and fugitive warrants.

Memorial Day Seatbelt Campaign
The Tipton County Sheriff’s Office is partnering with the Tennessee Highway Safety Office to increase seat belt enforcement from May 23 to June 5, surrounding of one of the busiest travel weekends of the year. 

“If you ask the family members of those unrestrained people who were killed in crashes, they’ll tell you—they wish their loved ones had buckled up,” said Sheriff J.T. “Pancho” Chumley “The bottom line is that seat belts save lives. If these enforcement crackdowns get people’s attention and get them to buckle up, then we’ve done our job. There is no good excuse for not wearing a seat belt.”

This year, Tennessee celebrates its 30 year anniversary of seat belt legislation. The state first enacted a mandatory seat belt law in 1986. The law was updated in 2004 to make seat belt violations a primary offense. In 2015, the law was again updated to more than double the fine for seat belt citations.

Tennessee’s current seat belt use rate is 86.2 percent. This classifies Tennessee as a “low use” state on a national level. According to the Department of Safety and Homeland Security, 343 individuals killed in traffic crashes last year were not wearing a seat belt. This group makes up over forty-eight percent of all those killed in passenger vehicles.

“We are putting an emphasis on nighttime seat belt enforcement,” said Tennessee Highway Safety Office Interim Director Jason Ivey. “The problem of unbelted vehicle occupants becomes worse at night. Nationally, 59 percent of vehicle occupants who were killed in traffic crashes overnight in 2013 were not wearing their seat belts at the time of the crash, compared to 43 percent during daytime hours. We are observing a similar trend at the statewide level. Looking at the last five years of data, there are significant differences in restraint use at night versus during the day.”

Every “Litter –bit” Hurts
During a recent Neighborhood Watch Meeting in the Drummonds area, citizens complained of illegal trash dumpsites on several roads in their community.  In response to the complaint, the Tipton County Sheriff’s Office concentrated efforts during the month of April to clean up the roadways.

The TCSO litter crew collected over 2.5 tons (5,680 lbs) of litter in the area of Simmons Road, Dolan Road, Quito Drummonds Road and Richardson Landing area.  The litter crews walked over 12.1 miles and picked up household garbage, tires, and construction debris. Three illegal dumpsites were identified during the 6 days the crews worked the roadways.

The litter pick up program is funded through “Keep Tipton County Beautiful” and the Sheriff’s Office provides inmates daily to pick up litter throughout Tipton County. Correctional officers supervise the crews and attempt to identify who is contributing to the dumpsites for prosecution in Tipton County General Sessions Court.

“Mrs. Ruth Wallace of ‘Keep Tipton County Beautiful’ works closely with the Sheriff’s Office to respond to complaints of littering, to conduct hazardous material collection days, and to clean up illegal dumpsites.  I encourage the use of our inmates, who qualify to work outside of the Correctional Facility, to help us keep our County clean! We will prosecute anyone we can identify as the owner or responsible party of the illegal dumping,” said Sheriff J.T. “Pancho” Chumley.  “I encourage citizens who have hazardous household products to dispose of, to attend the next Household Hazardous Pickup Event.  It is scheduled for 21 May 2016 at Brighton High School from 9:00 AM to 2:00 PM. Identity of Suspects Sought in ATV Theft
On 25 April 2016 at about 1:00 PM, Tipton County Sheriff’s Office deputies received a complaint regarding a stolen All-Terrain Vehicle (ATV) from the 3900 block of Charleston Mason Road in Mason. 

The ATV was described as a blue 2001 Yamaha Banshee modified racing ATV with a 350cc motor.  The ATV was parked behind the residence at the time of the theft.  The home owner captured the thieves on his home surveillance camera.  Detectives have released the video to get assistance in identifying the suspects in the case.

UPDATE:  Arrest Made in Weekend Shooting
Today Tipton County Sheriff’s Office detectives arrested Jason Levi Butts, 19, of 1067 Walker Parkway in Atoka in the weekend shooting into a Brighton home. The victim, who was not the intended target in the shooting, remains in the hospital from her injuries and surgery.

During the investigation Butts was interviewed and admitted to his role in the shooting into the home.  Detectives continued interviewing witnesses in the case today and the investigation is ongoing.  Detectives determined the shot was from a rifle near the roadway in front of the residence. 

Tomorrow Butts is being formally charged with 8 counts of Aggravated Assault and 8 counts of Reckless Endangerment and Vandalism. Butts remains in custody awaiting his appearance in Tipton County General Sessions Court on 06 May 2016 at 9:30 AM.

Detectives responded to the scene and determined the round entered from the exterior of the front portion of the residence, traveled through the wall, traveled through the mattress and struck the victim in the hip.  The victim was transported to Regional One in Memphis where she is in stable condition. 

The area was canvassed, but no vehicle description or suspect information was determined.  Detectives are continuing to interview witnesses in the case today and collect evidence.

Arrest Made in Robbery
On 25 April 2016 at 9:10 PM, Tipton County Sheriff’s Office deputies responded to the 100 block of Jackie Cove, (Tipton County) Millington regarding a possible aggravated assault by four suspects.   Upon arrival, deputies identified three juvenile victims, who reported they had called a 17 year-old acquaintance from Millington for a ride to a residence in the 7600 block of Richardson Landing.  The 17 year-old agreed and arrived in his white Ford Expedition along with two unknown males. 

The trio got into the vehicle and as they were riding down the road, one of the victims noticed an odd object in the floorboard. Before he could determine what it was, a third male jumped up from the floorboard and pointed a pistol at one of the victims’ head.  The victim grabbed the pistol and the suspect fired one shot into the floorboard.  The suspect then struck the victim in the head with the pistol and threatened him.  The victims then learned that the other suspects were armed and demanded the victims’ money and cellphones.  The victims complied with their request.  The driver stopped near the Tipton/Shelby County line and the victims fled on foot.  As the victims were running from the vehicle, they heard 5 to 6 gunshots.  One of the victims had received a cut to his forehead from being struck with the pistol. 

Detectives located the suspect vehicle in the 2200 block of Saint Paul Road in Millington.  Evidence consistent with the pistol being fired in the vehicle was recovered including shell casings. The 17 year-old acquaintance was positively identified and arrested.  He remains at the Shelby County Juvenile Facility awaiting his Tipton County Juvenile Court appearance in May.  He has been formally charged with Especially Aggravated Robbery, 2 counts of Aggravated Robbery, Especially Aggravated Kidnapping, 2 counts of Aggravated Kidnapping, and 3 counts of Theft of Property.

Wanted Subject after Vehicle Stop
On 22 April 2016 at about 4:00 AM, Tipton County Sheriff’s Office deputies received information of a black Chevrolet Trail Blazer which had eluded Madison County authorities on Interstate 40 after a high speed pursuit.  The vehicle was involved in the vandalism of the Valero Service Station and burglary of Larry Turpins Wrecker Service located on Providence Road off Exit 68.

Deputies observed the vehicle on Highway 179 near Highway 14 and attempted to stop the vehicle.  One passenger, now identified as Christopher Danta Jackson, 33, of 1524 Joe Joyner Road in Munford, fled from the moving vehicle on Highway 14.  The vehicle continued on Highway 14 and refused to stop until deputies blocked the vehicle.  Deputies approached the vehicle and the driver, Ricardo Shantwan Mason, 25, of 284 Loon Lane in Covington, was removed from the vehicle and taken into custody.  The passenger, Billy Wayne Adams, 36, of 784 Peeler Road in Covington, attempted to drive off in the vehicle while deputies were attempting to remove him from the vehicle.  Deputies disabled the vehicle and removed Adams from the vehicle.  After a brief struggle, Adams was taken into custody.  A search of the area by K9 teams and deputies was conducted, but Jackson was not located.

The vehicle was seized and deputies located clothing apparel (black hoodies and ski masks) and shoes matching the description of the suspects in the Madison County cases.  The clothing descriptions and subjects meet the description in multiple business burglaries throughout Tipton, Lauderdale, Shelby, and Haywood Counties. Tipton County detectives and investigators are working jointly with the surrounding law enforcement agencies to determine if the trio had connections in those cases.

Ricardo Mason has been formally charged with Driving on Suspended License and Felony Evading Arrest. Mason is free on bond awaiting his appearance in Tipton County General Sessions Court.  Billy Wayne Adams has been formally charged with Aggravated Assault, Reckless Endangerment, Felony Evading Arrest, Resisting Arrest, and Driving on Suspended License.  Adams remains in custody awaiting his appearance in Tipton County General Sessions Court.  The trio are expected to be charged by Madison County Sheriff’s Office in the vandalism and burglary cases. 

Investigators have filed warrants in the case for Christopher Jackson for Evading Arrest and Tampering with Evidence. Jackson is described as 5’10”, 170 lbs, light complexion with a goatee and shoulder length dreads.       

“I am glad no one was injured in this incident.  The suspects showed they were going to do whatever they could to evade being arrested over three counties.  We will use every resource we have to hold them responsible for any burglaries and thefts in Tipton County,” said Sheriff J.T. “Pancho” Chumley.

“Sober Up” THSO Operation
Over the weekend of April 15^th – 17^th, 2016, the Tipton County Sheriff’s Office conducted traffic enforcement operations throughout the county. Deputies have received numerous complaints in the area of the Mississippi River and the bluff of drunk driving, vandalisms, and other alcohol related violations. Operations were held on Friday through Sunday during peak travel times. By placing additional patrol units on the roadways, it is the goal of Tipton County Sheriff’s Office to decrease the odds of speeding, impaired drivers, seatbelt violations, and the number of motor vehicle crashes.

During the operations, law enforcement officers issued 23 Tickets and warnings. These citations were issued for violations including: Speeding, Open Container, No Seatbelt, Texting While Driving, Vehicle Registration, Reckless Driving, Driver’s License Violations, Stop sign violations, Equipment Violations, Vandalism, and Drug Violations.  Four (4) arrests were made during the operation:

“Tipton County Sheriff’s Office has received numerous complaints in the area of these operations of driving drunk and vandalizing property. This is a time of the year when the weather is warm and this area of our county gets traveled by drunk drivers, especially after boating and fishing on the river,” said Sheriff J.T. “Pancho” Chumley.  “During these times we want to have extra enforcement operations allowing more patrol cars on the roadways of our county.  When we have more deputies enforcing traffic violations, it makes people think twice about speeding, drinking and driving, and remembering to wear their seat belt. These efforts are aided by the Tennessee Highway Safety Office (THSO), with additional funding that allows Tipton County Sheriff’s Office to continue these operations so our roadways remain as safe as possible. Without the assistance from the THSO, many of our operations would not be possible.

Arrest Made in Home Invasion
On 15 April 2016 at about 3:40 PM the Tipton County Sheriff’s Office responded to the 100 block of Kelly Circle in Millington (Tipton County) regarding a home invasion in progress.  The homeowner, April Dorris, indicated she was in her residence with her 15 year old daughter and mother, when the front door was kicked in on the home.  Once the door was kicked in, three subjects entered and one was armed with a shotgun.  Dorris reported, to deputies, once she indicated she was calling the police, the suspects fled in a black Ford Mustang.  Deputies began searching the area for the vehicle. During the incident no one was injured.  Detectives from the Criminal Investigations Division responded to process the scene and investigate the incident. 

During the investigation, the suspects were identified as Michael Pyatt, 21, of 1793 Brighton Clopton Road in Covington, Antonio Fletcher Dickerson, 21, of 442 Shelton Street in Covington and a 17 year old female from Munford.  The victim’s 15 year old daughter indicated she recognized the suspects from an earlier argument near Tracy Road and Commanche Drive in Atoka. Deputies had received a disturbance call earlier at the location but upon arrival everyone had left the scene.

Michael Pyatt was located by deputies during a traffic stop on Old Brighton Road in the black Ford Mustang and the juvenile was located at her Munford home.  Dickerson surrendered to detectives Monday morning. 

Detectives interviewed Pyatt and the juvenile who admitted to their role in the home invasion. Both indicated the home invasion was in retaliation for the earlier fight.  According to a witness, one of the suspects was waving the shotgun around in the home. A male witness, present in the Kelly Circle home, grabbed the shotgun and a fight ensued. The shotgun was taken from the suspects and they fled the scene.  Detectives identified the location of the original argument and obtained a video of the fight. Detectives recovered the shotgun involved in the home invasion from witnesses.

The trio were formally charged with Aggravated Assault, Aggravated Burglary and Vandalism.  Dickerson is free on a $10,000.00 bond and Pyatt remains in custody.  Both are slated to appear in Tipton County General Sessions Court on 06 May 2016.  The 17 year old juvenile was transported to the Memphis Juvenile Facility and petitioned to Tipton County Juvenile Court on the same charges.

Due to the inconsistent statements originally, given to deputies, related to the events of the home invasion, Detectives anticipate additional charges to be filed in the case.  It was determined the argument was actually a fist fight between the two juveniles.  April Dorris, mother of the 15 year old, was involved and allowed her daughter to engage in the physical assault.

“I appreciate the quick response by deputies and detectives to determine not only the identity of the suspects in the incident but determine the facts surrounding the fist fight. Their work defused a violent chain of events between the juveniles.  I am thankful no one was hurt during either incident” said Sheriff J.T. “Pancho” Chumley.

The Tipton County Sheriff’s Office recently completed an undercover alcohol compliance check operation.  The operation stemmed from complaints of liquor and beer being sold to minors in Tipton County establishments.  The Criminal Investigation Division Narcotics Unit and agents with the Alcohol Beverage Commission (ABC) collaborated during the operation which began in October 2015. 

On 08 April 2016 investigators concluded the operation.  There are four (4) establishments which hold a valid beer license in Tipton County and none of which possess liquor licenses.  Locations and employees cited during the operation were:

Leo’s Bar located at 4904 Highway 51 in Brighton – Employee Tiffany Cross was cited for 2 counts of Unlawful Sale of Alcoholic Beverages and owner, Leon Cross was cited for 3 counts of Unlawful Sale of Alcoholic Beverages.  Tiffany was cited for serving beer to persons under the age of 21 on two separate occasions.  Leon was cited for serving liquor on three separate occasions.

Someplace Else Bar located at 2951 Highway 51 in Covington – Employee Jennifer McKelvey was cited for 2 counts of Unlawful Sale of Alcoholic Beverages and owner, Ginger Beloit was cited for Unlawful Sale of Alcoholic Beverages.  Jennifer was cited for serving beer to persons under the age of 21 on two separate occasions. Ginger was cited for serving beer to person under the age of 21.  

During the operation no violations were established at:  John’s Boat Dock located at 478 Ballard Slough Road in Drummonds and Bab’s Place located at 2791 Wilkinsville Road in Drummonds.

Those cited during the operation are slated to appear in Tipton County General Sessions Court on 26 April 2016 at 9:30 AM.  These results of the operation will be reported to the Tipton County Beer Board for the review of beer license regulations.

“The Sheriff’s Office has seen an increase in the complaints received on liquor violations and increase in alcohol related traffic violations.  We will continue to partner with the ABC in conducting these operations in all of the Tipton County establishments that sale beer to deter the unlawful sale of liquor, beer to those patrons who are underage and keep our roadways safe” said Sheriff J.T. “Pancho” Chumley.

National Drug Take Back Initiative
The Tipton County Sheriff’s Office, along with other Tipton County law enforcement agencies will be participating in the DEA’s eleventh National Prescription Drug Take-Back Day which is slated for Saturday, April 30, 2016, from 10:00 a.m. to 2:00 p.m. Our Drug Free Tipton was the driving force in obtaining drop-boxes for the Criminal Justice Complex, Atoka Police Department, Covington Police Department and Munford Police Department. Unwanted medications can be dropped off throughout the year at any of the four locations and the day of the DEA Take-back.

The National Take Back Initiative is a program that aims to provide a safe, convenient, and responsible means for disposing of prescription drugs, while also educating the general public about the potential for abuse of medications. Rates of prescription drug abuse in the U.S. are at alarming rates, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that many abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. Most Americans are not aware that medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away – both potential safety and health hazards.

“The uptick of prescription drug abuse has reached epidemic proportions in this country. When you consider that 80% of heroin abusers start with prescription opioids, that synonymous with calling prescription opioids a gateway or pathway to heroin.” said Sheriff J.T. “Pancho” Chumley “Now that the alarm has sounded, it’s time to act! Tipton County Hunter Arrested
On 04 April 2016 at about 12:20 PM the Tipton County Sheriff’s Office was contacted by the Tennessee Wildlife Resource Agency (TWRA) regarding a possible hunter trespassing on property located in the 2700 block of Pryor Road in Drummonds.  The hunter had left the area before deputies could arrive.

TCSO Detectives in the Criminal Investigation Division obtained a picture of the person who was identified as the suspect from the landowner.  The person was photographed in camouflage gear and armed with a shotgun in the woods. The landowner provided detectives with the name the hunter provided him when he was confronted.  The information was determined to be inaccurate.   

Detectives later identified the suspect in the photograph as Jason Howard Hungerford, 40, of 227 Bob Oliver Road in Drummonds. Criminal records confirmed that Hungerford was a convicted felon.  During the joint investigation, Detectives and TWRA Officers interviewed Hungerford who admitted to trespassing and possessing the shotgun while hunting on the property.  Hungerford was arrested and transported to Tipton County Correctional Facility. Detectives located a Weatherby 12 gauge pump shotgun at Hungerford’s residence which was recovered as evidence.

While being booked and processed, on the charges, in jail , correctional officers recovered three packaged and unused Suboxone strips hidden under Band-Aids on his person. The Suboxone strips contain narcotics of which Hungerford had not been prescribed.

Hungerford was formally charged with Possession of Schedule III Controlled Substance, Introduction of Contraband to a Penal Institution, Criminal Trespassing and Felon in Possession of a Firearm.  Hungerford remains in jail without bond pending his appearance in Tipton County General Sessions Court on the 27 May 2016 at 9:00 AM.  Tipton County General Sessions Court records confirmed Hungerford is currently out on bond on similar narcotic and weapons charges.

“This is another example of victim’s using their cellphone to help us identify the suspect.  The landowner was smart to snap a picture since he provided deceptive personal information.  I appreciate the combined efforts of the TWRA officers and detectives to quickly identify the proper suspect and make the arrest” said Sheriff J.T. “Pancho” Chumley

IRS Scams Reported in Tipton County
The Tipton County Sheriff’s Office has received multiple complaints this week regarding IRS Scams.  The calls recently are made from out of state cellphone numbers and the caller threatens that a warrant has been signed on the victim by the Internal Revenue Service (IRS).

According to the IRS, they continue to warn consumers to guard against scam phone calls from thieves intent on stealing their money or their identity. Criminals pose as the IRS to trick victims out of their money or personal information. Here are several tips to help you avoid being a victim of these scams:

Scammers make unsolicited calls.  Thieves call taxpayers claiming to be IRS officials. They demand that the victim pay a bogus tax bill. They con the victim into sending cash, usually through a prepaid debit card or wire transfer. They may also leave “urgent” callback requests through phone “robo-calls,” or via phishing email.

Callers try to scare their victims.  Many phone scams use threats to intimidate and bully a victim into paying. They may even threaten to arrest, deport or revoke the license of their victim if they don’t get the money.

Scams use caller ID spoofing.  Scammers often alter caller ID to make it look like the IRS or another agency is calling. The callers use IRS titles and fake badge numbers to appear legitimate. They may use the victim’s name, address and other personal information to make the call sound official.

Cons try new tricks all the time.  Some schemes provide an actual IRS address where they tell the victim to mail a receipt for the payment they make. Others use emails that contain a fake IRS document with a phone number or an email address for a reply. These scams often use official IRS letterhead in emails or regular mail that they send to their victims. They try these ploys to make the ruse look official.

Scams cost victims over $23 million.  The Treasury Inspector General for Tax Administration, or TIGTA, has received reports of about 736,000 scam contacts since October 2013. Nearly 4,550 victims have collectively paid over $23 million as a result of the scam.

The IRS will not:

-Call you to demand immediate payment. The IRS will not call you if you owe taxes without first sending you a bill in the mail.

-Demand that you pay taxes and not allow you to question or appeal the amount you owe.

-Require that you pay your taxes a certain way. For instance, require that you pay with a prepaid debit card.

-Ask for your credit or debit card numbers over the phone.

-Threaten to bring in police or other agencies to arrest you for not paying.

If you don’t owe taxes, or have no reason to think that you do:

Do not give out any information. Hang up immediately.  Contact TIGTA to report the call. Use their “IRS Impersonation Scam Reporting” web page. You can also call 800-366-4484.  Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. Please add "IRS Telephone Scam" in the notes.

Phone scams first tried to sting older people, new immigrants to the U.S. and those who speak English as a second language. Now the crooks try to swindle just about anyone. On March 15^th and 16^th, 2016, the Tipton County Sheriff’s Office conducted a joint operation, “Urine Trouble.. Again”, with the Tennessee Department of Corrections, Shelby County Multi-Agency Gang Unit and Federal Agencies to conduct compliance checks for individuals that are currently on probation or parole.  The Tipton County Sheriff’s Office Patrol, Criminal Investigations, Reserve Deputy and Corrections Divisions, K9 Units from the Sheriff’s Office and TDOC, Sheriff’s Office and TDOC Special Operations members, and personnel with E911 Dispatch Communications assisted throughout the operations.  The Multi- Agency Gang Unit includes personnel from Shelby County Sheriff’s Office and Memphis Police Department.

During the two (2) day operation approximately 50 agents, probation officers and deputies checked 69 individuals to assure they were following the rules and regulations that were condition of their release from Prison. 

Teams went throughout Tipton County and confirmed 27 were in compliance and made 11 arrests.  The Tennessee Department of Corrections probation officers are continuing to investigate 15 individuals which have pending violations and located during the operation.  Some of these individuals are on probation through Community Corrections. There were 16 individuals that could not be verified or located during the sweep.

During the operation teams recovered marijuana, cocaine, ammunition, electronic devices, and drug paraphernalia.  The individuals on probation and parole, as a part of their monitoring, submitted to urine drug screens during the operation. Any positive drug screen are reported to the Courts as a possible violation.

The operation was targeting criminal and gang activities, violence, probation and parole violations and fugitives.  In recent months there had been similar parties organized in Tipton and Lauderdale County which resulted in a homicide, multiple shootings, drug and weapon arrests. The operation lead to 28 arrests for assorted charges including the recovery of 10 weapons, a bullet proof vest, cash, drugs, alcohol related violations and fugitives. Several of the people arrested and attending the concert were known and documented gang members and others were known associates of area gangs.  These gangs included vice lords, gangster disciples, bloods, and crips.  The weapons recovered were loaded and included eight (8) handguns, a .223 caliber assault rifle and a 9MM submachine gun.

The concert organizer of Trill and Uncut, Anita Paulette Wilson, 51, of 124 Watkins Alley Apt K in Covington, was cited into Tipton County General Sessions Court for Unlawful Sale of Alcoholic Beverages.  She is slated to appear on 26 April 2016. The Department of Corrections will have additional charges for violations of parole and probation as a result of the operation. 

Deputies identified three (3) illegal immigrants at the concert, two from Mexico and one from Honduras.  Federal authorities were notified and are completing an investigation into their immigration status.

Search Warrant Yields Multiple Arrests
On 13 February 2016 at about 4:00 PM, Tipton County Sheriff’s Office investigators in the Narcotics Unit executed a search warrant at 306 Virginia Avenue in Covington.  The search warrant was the result of an undercover narcotic investigation for the sale of marijuana from the residence. 

Investigators were assisted by the SWAT team due to heavy traffic in and out of the residence.  During the operation, Investigators recovered two (2) handguns, a Kel Tec .40 caliber pistol and an Interarms 38 revolver with ammunition, 35 grams of high-grade marijuana which were individually packaged, digital scales, $120.00 in cash, and multiple boxes of packaging commonly use in the resale of marijuana on the street. 

At the scene investigators identified and detained Javontaye Poe, 20, EV Poe, 24, and Elliot Poe, 35, who reside at the Virginia Avenue home, Ishamon Jones, 18, of 9420 Mt. Carmel Road in Covington, and a 16 year old female of Covington.  All four of the men were arrested and charged with Possession of a Firearm during the Commission of a Felony, Possession of Schedule VI with Intent to Sale and Possession of Drug Paraphernalia.  The Department of Children’s Services was contacted and the juvenile was later released to her parents. The men are free on bond pending their preliminary hearing slated for 15 April 2016 in Tipton County General Sessions Court.

Sheriff’s Office Receives Community Grant
The Tipton County Sheriff’s Office has been chosen to receive a Community Grant from the Walmart Foundation.  The $1800.00 grant was presented to Sheriff J.T. “Pancho” Chumley by Co-Manager Chris Haakonson and Ms. Sandra Cobb of the Covington Walmart # 93 Community Grants Team. 

The grant will assist the Sheriff’s Office in the purchase of four (4) Hot K9 Alert Systems valued at $4000.00 for our K9 handler’s vehicles.  These units notify the K9 handler in the event the vehicle has a malfunction and the interior begins to exceed the temperature safety limits for our canines. 

“I want to thank the Walmart Community Team in selecting the Tipton County Sheriff’s Office in receiving this grant. Walmart continues to be a great community partner to all law enforcement agencies. This equipment will protect our “four-legged deputies” which are so valuable to our Patrol Division,” said Sheriff J.T. “Pancho” Chumley.

These highly trained canines play a vital role in the various operations throughout the Sheriff’s Office.  The safety of our deputies is paramount.  Our K9 Unit assists in searches for suspects, narcotic detection, bomb and firearm detection, and the apprehension of fleeing suspects.

Cyber Police Virus SCAM Alert
Recently, the Tipton County Sheriff’s Office has received a complaint regarding the Cyber Police Virus scam.  The scam, designed by cyber criminals, presents you a fake warning on your Android phones and tablets telling you that you have to pay a fine to offset illegal activity on the device.  The purpose for the scam for the criminals to earn money. 

Anyone who uses the internet could fall victim to these type of scams. Although you may have a protection program on your phone, the hackers are able to bypass these programs.  Some of the Cyber Police Virus scams infect your device and locks the screen with the appearance it is from law enforcement sources.  The lock indicates you must pay a fine in a designated time period or face legal disputes in the future.  The screen locks, in some cases, even have your picture attached to the warning to make the scam look official.  Most victims will pay the fine to have the device “unlocked” to have access to their phone again, but, after they pay the fine, the virus remains on the device.  The virus must be removed manually from the device. In some cases, the fine consists of a request for a $100.00 ITunes card which is an obvious “red flag” that it is a scam.

Deputies conducted a traffic stop and identified the driver as Charles Cooper, 63 of 520 N. 28^th Street in West Memphis, Arkansas.  Cooper was unable to provide a driver’s license which were determined to be revoked.  During the traffic stop deputies located approximately 1 gram of marijuana in the tractor.  The trailer Cooper was hauling was confirmed as the stolen trailer from Illinois and valued at approximately $25,000.00.  Detectives seized the tractor and trailer and later determined the 28 inch Samsung flat screen television in the tractor, was also stolen from a vehicle at Chief Freight Lines. 

Cooper was arrested at the scene and formally charged with Theft of Property, Driving on Revoked License and Simple Possession of Schedule IV (marijuana).  Cooper is free on a $10,000.00 bond awaiting his Tipton County General Sessions court appearance on 22 March 2016 at 9:00 AM. Later in the investigation detectives determined Cooper was currently out on bond on similar charges (Felony Possession of a Motor Vehicle and Grand Larceny) in Desoto County Mississippi.

TIPTON COUNTY SHERIFF’S OFFICE ANNOUNCES SAFE CAMPAIGN PARTICIPATION
The Tipton County Sheriff’s Office will be partnering with the Tennessee Governor’s Highway Safety Office for the 2016 Seatbelts Are For Everyone (SAFE) campaign. The SAFE campaign is designed to increase seat belt and child passenger safety restraint usage in Tennessee.  Law enforcement agencies participate in the campaign by planning and implementing occupant protection initiatives in their communities.

“The Patrol Division will be conducting seatbelt checkpoints during the campaign throughout the County.  Our certified child passenger safety technicians will be providing fitting stations at several daycare facilities. They are able to inspect your vehicle, seat, and child’s information to see what installation will best fit your needs. For those in need of a child seat, the Sheriff’s Office will be providing free seats to help keep your little ones the safest.” said Sheriff J.T. “Pancho” Chumley

This is the third year that the Governor’s Highway Safety Office has sponsored this campaign. Last year yielded the following results:

•       2,470 child restraint violations

•       33,879 seat belt citations

•       671 other seat belt enforcement activities

“Last year, our statewide seat belt use rate dropped slightly to 86.6%,” said Governor’s Highway Safety Office Director Kendell Poole. “It is vitally important that all drivers and passengers buckle up every trip, every time. Our ultimate goal is that this campaign, combined with the increase of the seat belt fine, will increase our usage rate to ninety percent or higher.”

This year, participating agencies will pay special attention to nighttime seat belt enforcement. Tennessee has seen a disproportionate percentage of unrestrained fatalities between the hours of 6:00 p.m. and 5:59 a.m. Historically, approximately fifty percent of Tennessee’s traffic fatalities are unbelted. That percentage increases to nearly sixty when nighttime crashes are examined.

The SAFE campaign will take place February 1 – August 1, 2016. Agencies participating in the voluntary campaign become eligible to win one of two fully-equipped police vehicles at the Tennessee Law Enforcement Challenge ceremony in September.

The Tipton County Sheriff’s Office Criminal Investigation Division has been investigating four (4) thefts of various Christmas decorations from yards in the Happy Valley and Campground Road communities. 

The suspect who has been dubbed the name, “The Grinch”, has stolen 2 inflatable yard decorations, 2 laser lighting systems and a holiday outdoor projector lighting system during the last week of November and first week of December 2015.  The thefts occurred on Hannah Marie Drive, West Rae Drive, Ruth Shankle Drive and Campground Road in Munford.

Detectives developed a suspect in the case and when interviewed he admitted to his role in stealing the Christmas decorations and selling them.  On 05 January 2016 detectives formally charged Zackery Glynn Barnett, 19, of 21 Hannah Marie Drive in Munford with four counts of Theft of Property Under $500.00.  Barnett is free on a $4,000.00 bond and is slated to appear in Tipton County General Sessions Court on 12 February 2016 at 9:00 AM. 

“We did not want this “Grinch” to steal the Christmas for these four families this year.  Some of the items have been recovered and returned to the homeowners.”

These efforts are aided by the Tennessee Governor’s Highway Safety Office with additional funding that allows deputies to continue these operations so our roadways remain as safe as possible. Without the assistance from the GHSO many of our operations would not be possible.

The Tipton County Sheriff’s Office has received several complaints regarding fraudulent money scams occurring throughout the County.  The caller describes himself as a police officer or deputy and tells the victims that they have missed a court date or Federal Grand Jury duty resulting in a warrant being issued for their arrest.  The caller then tells the victim that if they will provide their banking account information or send money then the warrant will be dismissed.  In some cases, the caller is instructing the victim to go to a grocery store and purchase a green dot money card and provide him with the security code on the back of the card when he calls back.  Once the caller gets the banking information or security code from the card then the money is transferred.  The scam includes the caller threatening to send deputies by their residence to arrest them if they do not pay the money. 

“These scam cases of theft and fraud exploit the citizens of Tipton County.  The caller uses threats of being arrested to get the victim to quickly send them money.  If you receive a call similar to these, please do not provide any personal information or transfer any money.  There is no manner to recover any of the money and the calls are being traced to overseas cellular phone numbers.  The Sheriff’s Office does not contact anyone by telephone to advise them there is an active warrant for their arrest. Citizens can simply contact the Sheriff’s Office or Central Dispatch to verify if a caller is actually a law enforcement officer in Tipton County.” said Sheriff J.T. “Pancho” Chumley

Detectives with the Tipton County Sheriff’s Office have arrested four suspects in the 26 December 2015 home invasion which occurred in the 1600 block of Mt. Lebanon Road.  

Three of the suspects are male juveniles, two aged 17 and one aged 16. The fourth suspect is 18 year old Jonathon Lee Reeves, 50 Timbs Lane, Brighton, TN 38011. They have been charged with Aggravated Robbery, Aggravated Assault, Aggravated Burglary, Theft between $1,000 - $10,000, and Possession of a Firearm During the Commission of a Violent Crime. One of the juveniles was charged with an additional charge of Reckless Endangerment. The three juveniles are currently incarcerated at the Shelby County Juvenile Detention Center. Reeves is currently being held in the Tipton County Jail with no bond.

At about 3:30 AM on 26 December 2015 Tipton County Sheriff’s Office deputies responded to the Mapco gas station in Covington in regards to a home invasion that occurred in the 1600 block of Mt. Lebanon Rd in northeast Tipton County. The victim reported that he was awakened at about 3:00am to the sound of his exterior door opening and seconds later the interior door was kicked in.  At least two male black suspects entered the home, one armed with a shotgun and one with a pistol, and began ordering the victim to lie on the floor. The suspects were reported to be wearing bandanas over their face.  The suspects made their way into the home where items were taken, including the victim's cell phone to prevent any calls for help.  Once the suspects left, the victim stated he exited the home in hopes of getting a vehicle description or direction of travel.  The victim then observed what appeared to be a white, extended cab, Chevy Colorado or GMC Canyon type truck drive away from the scene and the suspects began firing gunshots from the vehicle.  The victim was able to find his keys and drove into Covington where he called for help. 

“Crime in general carries with it a certain amount of fear as it is, but home invasions are even more alarming. I commend the deputies and detectives who worked tirelessly in this case and were quick to identify the suspects, locate them, and make an arrest.  This case was upsetting to the victim and our community as a whole, but we were committed to using every resource available to locate those responsible.”

Tipton County Sheriff's Office Increase DUI Enforcement Over the Holiday Season

The Tipton County Sheriff’s Office is partnering with the Tennessee Governor’s Highway Safety Office to enhance DUI enforcement from December 18 to January 3, surrounding the holiday season. The statewide Booze It and Lose It campaign is part of a national mobilization to prevent drunk driving.

During the first nine months of this year, Tennessee experienced 4,740 known alcohol-related crashes. That equates to an average of 17 people each day making the decision to get behind the wheel after they have been drinking.

The Sheriff’s Office will be conducting saturation checkpoints throughout the County to reduce impaired driving and prevent alcohol related traffic crashes over the holiday season.

“We can’t stand to see this tragic loss of life again and again,” said Sheriff J.T. “Pancho” Chumley. “The hardest part of the job is making that house call and telling a family that their loved one is gone because someone chose to drink and drive. That’s why, leading up to the holidays, we will show zero tolerance for drunk drivers on the road. Please find a safe and sober ride home.”

Increased state and national messaging about the dangers of driving drunk, coupled with checkpoints and increased officers on the road, aim to drastically reduce the toll of drunk driving.

“Anyone can tell you that it is unsafe to drink and drive. However, this behavior continues to plague our state,” said Governor’s Highway Safety Office Director Kendell Poole. “If you are having cocktails at a holiday party, if you are enjoying a drink with relatives, if you are sharing a beer with friends – regardless of the situation, please plan ahead for a sober ride home. It is the best gift you can give yourself and everyone else.”

A single DUI conviction can cost an individual $5,000 or more in addition to jail time. Offenders could also be required to attend drug and alcohol treatment or to install an ignition interlock device in their vehicle.

On 11 December 2015 at about 11:30 AM, Tipton County Sheriff’s Office Deputies responded to the area of the 100 block of Melrose Road in Covington regarding a suspicious male knocking on doors.  Deputies were in the area due to a recent rash of daytime burglaries.  Deputies spoke to the citizen, who provided a description of a male who was seen at her neighbor’s residence.  Deputies approached the residence and observed the garage door had been forcibly opened.  Deputies surrounded the residence and the male fled from the residence toward the wooded area.  Deputies gave chase and captured the male.  The male resisted the deputies and, after a brief struggle, was taken into custody. 

The male was identified as William Anthony Schneider, 31, of 605 Junior Drive in Covington.  Deputies located an assortment of jewelry in the pockets of Schneider.  The homeowner responded to the scene and identified the jewelry, which was stolen from the residence.  Schneider was later interviewed by detectives and admitted to his role in breaking into the residence. Schneider admitted to his role in breaking into approximately eight (8) other residences in the neighborhood.  Detectives were able to recover a laptop, jewelry and coins stolen during the theft spree. 

Schneider is being charged initially in two (2) separate burglaries and other charges will be pending.  Schneider has been charged with Aggravated Burglary, Theft of Property Over $1000.00 and Resisting Arrest in the Melrose Road case. The Covington Police Department has charged Schneider with Aggravated Burglary, Theft of Property, and Felon in Possession of a Firearm During the Commission of a Dangerous Felony in a separate burglary in the 1400 block of Old Brighton Road. Schneider was on probation at the time of his arrest for a previous theft and burglary conviction and is facing the additional charge of Violation of Probation.  He remains in custody awaiting his appearance in Tipton County General Sessions Court on 29 January 2016.

“This is an example of citizens responding to our request for assistance in these neighborhoods.  The neighbors were watching out for each other and called when they saw someone suspicious in the area.  This was the break detectives needed in the rash of home burglaries and thefts.  We will continue to use every resource to recover additional stolen property for the victims,” said Sheriff J.T. “Pancho” Chumley.

Upon order of the Court, recommendation from the District Attorney General’s Office, and agreed upon by the defense counsel, he has been released to his guardians conditional on the following rules: 1) That he remain in home detention, 2) Have no access to social media or the internet, 3) Stay off all property of the Tipton County Board of Education, 4) Be monitored by a GPS tracking system, and 5) Complete an outpatient psychological evaluation.

A charge of Identity Theft (TCA 39-14-150) was added to his current charges during today’s court proceedings.  The matter will be set for an adjudication and dispositional hearing once the court receives the recommendations of the psychological evaluation. 

As stated previously by the District Attorney General, the identity of the juvenile and the juvenile court records and proceedings are confidential and sealed according to state law. 

On 19 September 2015 at about 5:30 PM Tipton County Sheriff’s Office Detectives and Joint Terrorism Task Force agents arrested a 13 year old male juvenile from Mason in connection with the social media bomb threats directed at four Tipton County Schools earlier today.  The juvenile was confirmed to be an 8th grader at Brighton Middle School and was currently attending classes at the Tipton County Alternative Learning Center.

Detectives and Agents interviewed the juvenile who admitted to his role in the bogus threats.  The juvenile’s guardians are cooperating with officials at this hour to confirm that no weapons or explosive devices were at the Mason home.  Detectives are being assisted by District Attorney Mike Dunavant and his staff in reviewing the evidence in the case.

The juvenile is being charged with Filing A False Report. The juvenile is being held in Shelby County Juvenile Detention Center pending his arraignment in Tipton County Juvenile Court on Friday, 20 November. The charge is for intentionally initiating or circulating a report of a present or impending bombing, fire or other emergency, knowing that the report is false and will cause action by an official organized to deal with the emergency.  The charge is a Class C Felony with a sentence range of 3 to 6 years. 

“I commend the agents and detectives who have continued to work with school officials to identify the suspect in this case. We were not going to stop until we found who was responsible for the threat.  I want to thank all of the agencies who have assisted in the investigation.  It has disrupted schools, our community and demanded countless hours of law enforcement resources since last night.  This arrest should help to relieve concerns for parents and our community for the safety of our children.” said Sheriff J.T. “Pancho” Chumley.

Halloween Weekend GHSO Operations
Over the Halloween weekend, the Tipton County Sheriff’s Office conducted several traffic enforcement operations throughout the county.  Operations were held on Friday and Saturday during peak travel times. By placing additional patrol units on the roadways, it is the goal of TCSO to decrease the odds of speeding, impaired drivers, and the number of motor vehicle crashes.

During the operations, law enforcement officers issued 67 Tickets and warnings. These citations were issued for violations including: Speeding, Reckless Driving, Stop Sign Violations, Open Container, Driving Under the Influence, Child Restraint Law, No Seatbelt, Texting While Driving, Vehicle Registration, Drivers License Violations, Drug Violations and Equipment Violations.

GHSO Partnership Reduces Tipton County Alcohol Related Crashes and Deaths
The Tipton County Sheriff’s Office is pleased to report the reduction in alcohol related crashes and fatalities for 2014.

In 2013, the Sheriff’s Office reported 43 alcohol related crashes and 2 alcohol related fatality crashes.  Our goal was to reduce the alcohol related crashes by 10% and fatality crashes by 50%. 

The Sheriff’s Office supported the efforts throughout the year in saturations and checkpoints focused on high traffic holidays including Halloween, Thanksgiving, Super Bowl weekend, and St. Patrick’s Day.  These efforts were in conjunction with the “Booze it and Loose It” and “Drive Sober or Get Pulled Over” campaigns across the State of Tennessee.   

In 2014, the Sheriff’s Office reported 32 alcohol related crashes and no fatality crashes.  This is a 20% reduction in alcohol related crashes and 100% reduction in fatality crashes. 

“I want to especially thank and recognize all of the continuing support and efforts of the staff at the Tennessee Governor’s Highway Safety Office.  The Sheriff’s Office enforcement efforts throughout the year are largely due to the grant monies awarded by the Tennessee Governor’s Highway Safety Office annually.” Said Sheriff J.T. “Pancho” Chumley.  “The reduction in these numbers indicate we have made a positive change in keeping our roadways safer in Tipton County!” continued Sheriff J.T. “Pancho” Chumley.

Tipton County Sheriff's Office Awarded Grant Monies
Tennessee Department of Transportation Commissioner John Schroer and Governor’s Highway Safety Office Director Kendell Poole announced the Tennessee agencies that received grant awards totaling $17.8 million to support highway traffic safety efforts.  The Tipton County Sheriff’s Office was awarded $35,000.00 for the 2015-2016 funding cycle.

There are multiple elements that contribute to a safe roadway system, including an accurate traffic safety data collection and analysis system, well-trained and well-equipped law enforcement personnel, and effective emergency medical and trauma systems.  A major part of roadway safety is educating motorists about laws and good driving behaviors.

“These grants help fund a variety of enforcement, legal, and educational initiatives across the state," Schroer said. "All of these efforts, from DUI prosecution, to speed enforcement, to child passenger safety training, support the mission of saving lives and reducing injuries on our roads through partnership with numerous public and private organizations."

The National Highway Traffic Safety Administration provides the funding to GHSO.  The grants, totaling 437 for the 2015-2016 funding cycle, were awarded to 376 agencies that successfully applied for funding based on a defined problem and statistical need.  Each year, GHSO accepts applications from agencies across the state for available highway safety funds.  Applications are reviewed and scored by GHSO and external highway safety advocates. The agencies that meet funding criteria received awards.

“Tennessee’s decline in traffic fatalities has occurred because of the dedication and commitment from our partners across the state,” Poole said. “They are coming up with ideas and programs that are creative, innovative, and solid.  They are the foundation for the culture of safety on our roads, and I am ecstatic that we are able to support their endeavors.”

TCSO Participates in National Child Passenger Safety Week
The Tipton County Sheriff’s Office is partnering with the Tennessee Governor’s Highway Safety Office and the National Highway Traffic Safety Administration (NHTSA) to educate parents and caregivers during national Child Passenger Safety week, taking place September 13-19. Motor vehicle crashes are a leading killer of children ages 1 to 13. From 2009 to 2013, an estimated 611,000 children were injured, and 3,335 were killed while riding in cars, pickups, vans, and SUVs.

The Tipton County Sheriff’s Office will have a booth to provide educational information, answer questions and conducted a checkup event at the Munford Celebrate, 19 September, 2015 from 9:00 til 5:00 PM. Our Certified Technicians will be providing child safety seats during the event.

“Using car seats that are age- and size-appropriate is the best way to keep your child safe,” said Sheriff J.T. “Pancho” Chumley.  “Cars seats matter, and having the right car seat installed and used the right way is critical. Too often, parents also move their children to the front seat before they should, which increases the risk of injury and death. The safest place for all kids under 13 is in the back seat of the car,” Sheriff Chumley added.

NHTSA recommends keeping children rear-facing as long as possible up to the top height or weight allowed by their particular seats. Once a child outgrows the rear-facing only “infant” car seat, he/she should travel in a rear-facing “convertible” or all-in-one car seat. Once your child outgrows the rear-facing size limits, he or she is ready to travel in a forward-facing car seat with a harness and tether. After outgrowing the forward-facing car seats, children should be placed in booster seats until they’re the right size to use seat belts safely.

“Data collected at car seat check events indicate that 82% of Tennessee children are not properly restrained,” said Governor’s Highway Safety Office Director Kendell Poole. “This could be that they are using the wrong seat for their age or height, that they are not using a seat at all, or that the seat itself was not installed correctly. Certified child passenger safety technicians are located at128 fitting stations across the state. They are able to inspect your vehicle, seat, and child’s information to see what installation will best fit your needs and keep your little ones the safest.”

TCSO Labor Day GHSO Operations
Over the Labor Day weekend, the Tipton County Sheriff’s Office conducted several traffic enforcement operations throughout the county.  Operations were held from Friday afternoon through Sunday evening, during peak travel times.  The enforcement operations were in conjunction with the Tennessee Governor’s Highway Safety Office statewide “Booze It and Lose It” campaign which is part of a national mobilization to prevent drunk driving throughout the state of Tennessee.

By placing additional patrol units on the roadways it increases visibility and hopefully decreases the odds of speeding, DUI drivers and the number of motor vehicle crashes. During the operations, law enforcement officers issued 76 Tickets and warnings. These citations were issued for violations including: Speeding, Reckless Driving, Stop Sign Violations, Open Container, Child Restraint Law, No Seatbelt, Texting While Driving, Vehicle Registration, Driver’s License Violations and Equipment Violations. 

16 arrests were made during the operations for Narcotics Possession, DUI, Felony Evading, Public Intoxication, Warrants, and Driving on Revoked/Suspended Driver License. Arrested during the operations were:

These efforts are aided by the Tennessee Governor’s Highway Safety Office (GHSO) with additional funding that allows us to continue these operations so our roadways remain as safe as possible. Without the assistance from the GHSO many of our operations would not be possible.

Drug Free Tipton - Taking Back Unwanted Prescription Drugs September 26
On September 26 from 10 a.m. to 2 p.m. a collaboration between Drug Free Tipton, The 25th Judicial District Attorney’s Office, Atoka Police Department, Tipton County Sheriff Office and the Drug Enforcement Administration (DEA) will give the public its tenth opportunity in five years to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.

Bring your pills for disposal to the Atoka Police Department, Tipton County Sheriff’s Office (front lobby) and at our booth at the Heritage Day’s Festival in Covington.  (The DEA cannot accept liquids or needles or sharps, only pills or patches.)  The service is free and anonymous, no questions asked.

Last September, Americans turned in 309 tons (over 617,000 pounds) of prescription drugs at nearly 5,500 sites operated by the DEA and more than 4,000 of its state and local law enforcement partners.  When those results are combined with what was collected in its eight previous Take Back events, DEA and its partners have taken in over 4.8 million pounds—more than 2,400 tons—of pills. 

This initiative addresses a vital public safety and public health issue.  Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs.  Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

Sheriff's Office Graduate from FBI National Academy
On June 12, 2015 Tipton County Sheriff’s Office Staff Sergeant Sean Cullen was one of two hundred and eighteen (218) Law Enforcement Officers who graduated from the FBI National Academy Program at Quantico, Virginia.  The 260th Session of the National Academy consisted of men and women from 47 states.  Included in the class are members of law enforcement agencies from the District of Columbia, 20 international countries, five military organizations, and three federal civilian organizations. FBI Director James Comey was the principal speaker at the ceremony.

Internationally known for its academic excellence, the National Academy Program, held at the FBI Academy, offers ten weeks of advanced communication, leadership, and fitness training for selected officers having proven records as professionals within their agencies.  On average, these officers have 19 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.

Training for the program is provided by the FBI Academy instructional staff, Special Agents, and other staff members holding advanced degrees, many of whom are recognized internationally in their fields of expertise.

Since 1972, National Academy students have been able to earn undergraduate and graduate credits from the University of Virginia due to the accreditation by the university of the many courses offered.

The graduating officers will be represented by the class spokesperson, Thomas Tuggle, Captain, Mississippi Highway Patrol, Pearl, Mississippi.  A total of 48,336 graduates now represent the alumni of the FBI National Academy since it began in 1935.  Staff Sergeant Cullen will join other Sheriff’s Office National Academy graduates; Sheriff J. T. “Pancho Chumley, Deputy Chief Donna Turner, Captain Shannon Beasley and Corporal Eddie Walker.

It is a sacrifice for him and his family during the 10 week training; however the training received at the FBI National Academy is invaluable to local agencies. Tipton County Sheriff's Office Announces SAFE Campaign Participation
The Tipton County Sheriff’s Office will be partnering with the Tennessee Governor’s Highway Safety Office for the 2015 Seatbelts Are For Everyone (SAFE) campaign. The SAFE campaign is designed to increase seat belt and child passenger safety restraint usage in Tennessee.  Law enforcement agencies are encouraged to participate in the campaign by planning and implementing occupant protection initiatives in their communities.

Last year, Tennessee reached its highest seat belt use rate in history at 87.71%. “We are excited to see that more people are making the right choice to buckle their seat belt,” said Governor’s Highway Safety Office Director Kendell Poole. “However, historically we’ve seen that approximately fifty percent of our fatalities statewide are unrestrained. This shows us that we still have work to do. Partnering with law enforcement to back up our educational messages is the best way for us to achieve additional increases in seat belt use.”

This is the second year that the Governor’s Highway Safety Office has sponsored this campaign. Last year yielded the following results:

• 1,718 child restraint violations
• 30,147 seat belt citations
• 773 other seat belt enforcement activities

“We are pleased to participate a second year in this important initiative supporting seatbelt and child passenger safety restraint usage.  Seatbelts save lives!!” said Sheriff J.T. “Pancho” Chumley.

It is vitally important that all drivers and passengers buckle up every trip, every time. According to the National Highway Traffic Safety Administration, most fatal crashes happen within 25 miles from home and at speeds of less than 40 miles per hour.

The SAFE campaign will be ongoing now through July 31st. Agencies participating in the voluntary campaign become eligible to win one of two fully-equipped police vehicles at the Tennessee Law Enforcement Challenge in August.

Tipton County Sheriff's Offices Announces 'Pitch Your Pills' Partnership
This week permanent drop boxes, for unwanted medication, were donated to the Atoka Police Department and Tipton County Sheriff’s Office by “Drug Free Tipton”, the Anti-drug coalition of Tipton County. The drop boxes were provided through a partnership with the Tennessee Department of Environment and Conservation Unwanted Pharmaceutical Take Back Program and “Drug Free Tipton”.  The drop boxes will provide two locations for citizens to discard or “Pitch Your Pills”!

“On behalf of “Drug Free Tipton”, I would like to express appreciation to the Atoka Police Department and the Tipton County Sheriff’s Office for taking this important step in trying to curb the problem of prescription drug abuse, while also simultaneously helping the environment. Abuse of prescription drugs is a major public health problem in Tipton County.  Studies show that a majority (70%) of abused prescription drugs are obtained from family and friends, including the home medicine cabinet” according to Coordinator Robin Racine.

The locations were chosen due to the secure locations and the respective agencies will monitor and maintain the collection of any items in the drop boxes for prompt disposal. To join in on the “Pitch Your Pills” campaign just bring your expired or unwanted medication, inhalers or bottles to the two drop locations Monday through Friday. These are some of the Dos and Don’ts:

Do – Lock up your medications and keep them away from children and teens

Do – Bring unused or expired prescriptions and over-the-counter medication to one of the locations for proper disposal

Don’t – Flush your medication down the toilet.  It is a danger to the environment.

Don’t - Bring needles or other “sharp” objects. They can’t be accepted.

The drop box locations are:  The Atoka Police Department located at 139 Wesley Reed Drive in Atoka between 8:00 AM and 4:30 PM and the Criminal Justice Complex (front foyer) located at 1801 South College Street in Covington between 8:00 AM and 5:00 PM.
